"Slow" Projects and Characteristics of the Municipality of Tolfa

Environmental Protection and Energy: Air, water, and agricultural soil quality are actively monitored by the "Consortium for the Management of the Territorial Environmental Observatory." To support waste sorting, a recycling collection center has long been in operation; plans are also in place to extend the "door-to-door" collection system and distribute home composting bins to the Santa Severa Nord district. Since 2008, public lighting has been undergoing a transition to LED technology, and schools and sports facilities have achieved energy self-sufficiency through the installation of photovoltaic panels. ISO 14001 environmental certification is currently being implemented, and the Municipality formally approved a ban on the use of GMOs in agriculture (August 2012).

Urban Quality and Resilience: To safeguard the town's aesthetic character and urban heritage, a restoration plan is in effect covering approximately 300 old stables in the historic center. A specific "Municipal Architectural Guide" sets out precise regulations for the restoration of doors, windows, and balconies. An Urban Traffic Plan has been established, featuring a Limited Traffic Zone (ZTL) around the Rocca dei Frangipane fortress. Public facilities are fully accessible, with all architectural barriers removed. Regarding telecommunications, a free wireless network covering the entire town center is nearing completion (service is already active in the main square, at the museum, and at the *Pro Loco* office).

Slow Mobility: A project has been approved to construct a 4 km bicycle path connecting Tolfa to the neighboring municipality of Allumiere. This initiative is complemented by interchange hubs for integrated public transport and a "road-to-road" park-and-ride facility located at Piazzale Europa. Agriculture, Local Products, and Traditions: In December 2011, the Municipality approved the De.C.O. (Municipal Designation of Origin) label to promote local products. To protect distinctive local craftsmanship, a rigorous program is in place to safeguard leatherworking—specifically the production of the iconic "Tolfa Bag." Supporting the agri-food sector, school canteens use strictly local meat, and the municipality operates a certified organic farm.

Social Cohesion and Health Services: Municipal welfare initiatives are distinguished by agreements with the ADAMO Onlus Association, ensuring home care and psychological support for cancer patients. The area features a public outpatient clinic with an on-call medical service, day centers for people with disabilities, and a new residential care facility (RSA) for the elderly, which includes a dedicated unit for Alzheimer's patients. Additionally, a solidarity-based agreement exists with local merchants regarding the acceptance of vouchers issued by social services.

Slow Tourism and Hospitality: Local hospitality businesses benefit from new training courses focused on web marketing and social media. The information and public relations office (URP) is proactively managed by the Pro Loco Association, alongside the development of "slow tourism" itineraries and the installation of new international tourist signage, created with the contribution of local female ceramic artisans.

Events Promoting Craftsmanship: Ongoing initiatives to preserve local cultural practices, focusing on the tourism and cultural promotion of traditional working methods (including leatherworking) that are at risk of dying out.
