"Slow" Projects and Characteristics of the Municipality of Roeser
Environmental Protection and Energy: The municipality champions a circular economy in waste management, utilizing initiatives like worm composters to shift from linear to circular waste processing. Energy policies dictate that all new municipal buildings must be heated entirely by renewable sources, supported by an active 4.2 MW wind turbine and the systematic installation of photovoltaic plants on municipal roofs. Roeser participates in the national "Pacte Nature" to preserve biodiversity by establishing refuge areas for insects and birds, while actively combatting eutrophication and acidification in the Alzette river.
Urban Quality, Infrastructure, and Mobility: Ecomobility is prioritized through the gradual electrification of the municipal vehicle fleet, the deployment of secure "Mbox" bicycle parking facilities, and an urban cycle path network covering approximately 6 km (11-20% of total urban roads). Architectural barriers in all public buildings are scheduled for total removal by 2032 to ensure strict accessibility. Digital civic engagement relies on interactive platforms like the Hoplr neighborhood app and the Roeser app, supported by free WLAN and fiber optics across public facilities.
Agriculture, Local Products, and Traditions: Local consumption is heavily promoted through applications like Kierchen.lu and the "Vum Gréis" community farming initiative in Berchem, which cultivates and sells fresh, chemical-free vegetables. The municipality enforces a "Green Events" standard requiring the use of biological, regional, and Fairtrade products, and exclusively serves Fairtrade coffee within the town hall. Agricultural practices align with Luxembourg's 2023 national ban on GMOs and glyphosate. Heritage is safeguarded through the Kutschenmusee and the rural and metallurgical museum in Peppange.
Social Cohesion and Participation: Home to 95 different nationalities, Roeser drives multicultural integration via the "Babel Café," dedicated language courses, and an intercultural welcoming meal for new residents ("Accueil des nouveaux habitants"). The municipality dedicates 20% of its extraordinary expenditures to social housing and intergenerational co-housing.
