During the study visit in Orvieto in December 2003, realized as a part of the project: ‘Developing and improving actions regarding agricultural tourism in Warmia and Mazury region’, the representatives of Voivodeship have been acknowledged with the idea of ‘Slow City’ movement in Italy. This experience has growth to idea of accession to the movement and creation of Polish national Cittaslow network in Voivodeship of Warmia and Mazury.
On July 6, 2004 the Board of Voivodeship of Warmia and Mazury made decision to create Polish National Cittaslow Network, with the Voivodeship as a supporting member.

The resolutions of City Councils of Reszel, Biskupiec, Bisztynek and Lidzbark Warminski declared a will for joining this cities to the International Network of ‘Slow Cities’. It was the next step in process of creation of Polish Cittaslow network. On July 29, 2005 Self-overnment of Warmia and Mazury (supporting member of Polish network) forwarded resolutions along with request to make efforts to admit four Polish cities to the International Network of ‘Slow Cities’.

On August 3, 2006 Foreign Affairs Minister adopted decision approving participation of Self-Government of Warmia and Mazury region to International Cittaslow Network. The four cities - founders of Polish network  received Ministry’s approval as follows: Lidzbark Warmiński, Reszel, Bisztynek on October 10, 2006 and Biskupiec – on May 30, 2006
On October 18, 2006 Coordinating Committee of International Cittaslow network approved Internal Regulations of Polish National Cittaslow Network.
On April 13, 2007 – during the meeting of Coordinating Committee in Urbino the Polish National Cittaslow Network was approved as a member of International Cittaslow Network.
